Topic Description: Lessons Learned from Decommissioning Project - Public Sector Perspective

Background- "In 2006, the Ministry of Health and Long-Term Care (MOHLTC) divided the province into 14 regions or Local Health Integration Networks (more succinctly known as LHINs) because, it was thought, people living locally were better able to plan, fund and integrate health services in their own communities than people in Toronto. By April 1, 2007, LHINs took on full responsibility for health services in their communities. LHINs are an important part of the evolution of health care in Ontario, moving from a collection of services that were often uncoordinated to a true health care system."

In order to successfully implement the "Stewardship" model of governance adopted by the province and to rollout the LHINs, it was critical to seamlessly decommission the Regional Health Offices and transition them to LHINs.

The speaker was part of the Transitions Team to decommission and transition the 6 Regional Offices to LHINs which looked at various aspect of the decommissioning process, e.g. physical assets, records (paper/electronic), knowledge, IT/telecom infrastructure etc. The speaker would like to share his experience of using project management processes, tools and techniques to effectively manage the decommissioning project and the lessons learned from public sector perspective.

Speaker Profile:
Farhad Khurshid is a career civil servant. He is currently working as a Senior Business Consultant with Service Ontario at the Ministry of Government Services (MGS). Prior to working with MGS he worked for the Ministry of Health and Long-Term Care (MOHLTC) as Coordinator, Corporate Projects and Initiatives. He had also worked in various other capacities with Ministry of Community Safety and Correctional Services, Government Services (ITS), Training, Colleges and Universities and the Ministry of the Environment.

He is proud of many projects he had successfully lead over the years, including change management project such as Decommissioning of Regional Offices, developing and implementing business improvement initiatives such as Records Management, Assets Management and Quality Service Standard project. Throughout his career he has successfully lead and communicated impact of business process change to senior management and staff alike through effective presentation and training. He is a founding member of the OPS' Project Management Centre of Excellence (PMCoE) and Project Management Consulting Network (PMCN).

Farhad has been an active member of the Project Management Institute (PMI) and the Southern Ontario Chapter (SOC) since 2005. Since then he had been involved with various Specific Interest Groups (SIGs) such as Healthcare and International Development. In 2006, he established the Healthcare Local Interest Group (HLIG) and currently serving as its Chair. He is also an active member of SOC communities project and Project World component liaison team.

Farhad has a Masters (MES) and Honours Bachelor degree (BES) in Environmental Studies from York University. He is currently pursuing his Masters of Business Administration (MBA) degree.
