XConnect and Global Signal Exchange Partner to Tackle Multi-Service Scams

The partnership combines telecoms and phone-number intelligence together with internet-layer fraud signals to help public agencies and enterprises detect scams earlier and disrupt fraud at scale

London, UK – September 2, 2026 XConnect, a Somos Company, a provider of world-class numbering intelligence solutions, has partnered with Global Signal Exchange (GSE), the world’s first global, multistakeholder clearing house for threat signals, to help public agencies, enterprises, digital platforms, financial institutions and trusted national and global brands tackle multi-service scam networks.

GSE will provide internet-layer fraud intelligence, including signals relating to IP addresses, URLs and cross-platform risk, supported by secure data-sharing infrastructure. XConnect, along with its parent company, Somos Inc., will provide telecoms and phone number intelligence, including authoritative numbering data, real-time network signals and mobile identity services. The integration of these datasets enables public and private organisations to improve visibility across fraud channels, detect threats faster, improve data governance and enable more effective intelligence sharing.

Eli Katz, CEO & Founder at XConnect comments: “Scammers exploit the gaps between services. A single scam may involve a spoofed number, a text message, a fake domain, an online account, a marketplace listing and a payment journey. Collaboration is the only way we close those gaps. By bringing trusted telecom intelligence into the wider fraud-intelligence ecosystem, we can help public agencies, enterprises, platforms and global brands see patterns earlier, act faster and protect people more effectively.”

The need for this kind of cross-sector, national and global collaboration is increasingly recognised across the public and private sectors. Europol reports that Spoofing, specifically caller ID spoofing, drives financial fraud and enables social engineering scams, resulting in substantial economic and societal damage, with an estimated EUR 850 million lost worldwide annually; Phone calls and texts are primary attack vectors, accounting for approximately 64% of reported cases. The UK Telecommunications Fraud Sector Charter also sets out a government-and-industry commitment to strengthen data sharing, expanding cross-sector models and increasing usage of fraud-prevention APIs.

The Global Signal Exchange (GSE) is the world’s first global, multi-stakeholder and cross-sector clearing house for threat signals. A UK-based non-profit owned by Oxford Information Labs (OXIL), the GSE was launched in January 2025, with co-founder Google. Working with global partners worldwide, the GSE provides real-time insights into the supply chains delivering scams, fraud and other forms of cybercrime. By merging as many data sources as possible, GSE makes the facilitators of cybercrime more visible.

Lucien Taylor, co-founder of the Global Signal Exchange comments: “We warmly welcome XConnect to the Global Signal Exchange and we are excited by the significant contribution they will make in helping us all to change the narrative on crime, fraud and online abuse. The level of global support for the Global Signal Exchange signifies a step-change in the fight against online crime. Scammers work together, they share and they move quickly, which means the days are long-gone when individual brands can tackle online crime alone. The Global Signal Exchange marks a new chapter in the collective fight-back against online crime, as we facilitate a new culture of co-operation and data sharing – and our partnership with XConnect is an important step in this journey.”

Where privacy, security or commercial sensitivity have historically slowed collaboration, the answer is not less sharing, it is better-governed sharing. The partnership will support lawful, purpose-limited, privacy-preserving and auditable approaches to fraud-signal exchange, focused on prevention, detection, disruption and victim protection.

This partnership represents a step-change in the fight against scams: from siloed detection to trusted, multi-sector signal exchange. By connecting telecom, internet and platform-level intelligence, XConnect and GSE aim to help public agencies, enterprises, financial institutions, digital platforms and trusted brands move closer to the speed of the fraudsters, and ultimately get ahead of them.
